Unknown Africa Highest Ranks

Recently I received scans of 2 badges, below, used by one or more African countries. They are both highest rank badges. I believe they were issued sometime around 1995 but can't be certain. The first badge is "SCOUT ELEPHANT". This badge is for the Senior Scout section. It is a ribbon badge. The second badge is "SCOUT LION". This badge is for the Junior Scout section. It is a ribbon badge.

    I too have these badges but I was told they were patrol ribbons. I got mine in a trade from Kenya.
