Actually, this particular badge is a fake that was issued by a Philippine collector to trick others. I purchased it thinking the same as you but later found out is is a fake. The correct high rank for Cuba is Knight Scout and has these words on it. I only have a pic, no badge - but it is not with me here. It is with my collection back home.
